- Every master should use all available means to establish if a risk of collision exists
- Every master should assess if the compass bearing between both vessels remains steady or appreciably changes
- If the bearing is appreciably changing a risk may exist if approaching a large vessel or tow at close range even
- If there is doubt as to if a risk of collision exists then it must be assumed a risk does exist and take evasive action
